Licensee Approval and Rough Sample Submission
licensee provides 1-3 samples of product to be licensed

Licensing and Royalty Agreement
both parties agree on a royalty percentage, guarantee and payment schedule
step 3
Final Production Sample Submission
licensee provides final production sample for approval
